S22 Digital at the 1st Family Congress: communication, organisation and content at the service of what matters
Euskadi has just held one of the most important congresses on demography and family policy in recent years. A gathering that brought together international experts, institutional representatives and policymakers to discuss something that affects us all: how to build societies capable of sustaining real life projects for the families of the 21st century.
At S22 Digital, we had the privilege of being behind this congress: organising the event, managing its communication, writing the press releases, driving its social media and covering everything with our own audiovisual production.
An in-depth debate, with top-level voices
The day began with the presentation of the 5th Inter-Institutional Plan to Support Families 2025-2030, delivered by the Deputy Minister for Youth and the Demographic Challenge of the Basque Government, Xabier Legarreta. A plan that, in his own words, expresses “how Euskadi wants to care for, live and build collective wellbeing in the coming years”, and that recognises family diversity as a political decision with real consequences: eliminating discrimination, adjusting support and building genuine equality.
Arnstein Aassve, professor at Università Bocconi and an international reference in demography, put the data on the table: the fertility rate is falling worldwide, the desire to have children has not changed, and the gap between that desire and reality points to a failure of public policy. His conclusion was clear: “The challenge is not only about increasing the birth rate; it is about redesigning societies so that people can build sustainable life projects in conditions of stability, confidence and opportunity”.



The economist Claudia Hupkau (Université Catholique de Louvain) closed the presentations by recalling something that is too often forgotten: unpaid domestic and care work could represent between 20% and 40% of GDP, falls unequally on women, and has direct consequences on their careers and opportunities. Family policies, she argued, are not only a social issue: they are a key element for economic growth and equality.
